Attendance Checks
Parents wishing information on their student’s attendance can make arrangements by contacting the Attendance Office at 974-6000. Parents can also ask to make an appointment with an Attendance Administrator if attendance is a concern and they wish additional help and support.
Guest Passes
Students wishing to bring a non-Covina High student to a dance must get a Guest Pass from the ASB Office. The guest pass is then turned into Student Services with a photocopy of the guest’s picture ID. Guest passes must be turned in by the deadline and no passes will be issued at the dance. Students who owe book fines, SWAP(s), ASB fines, or a combination of these may be ineligible to attend all of the major dances. All rules relating to student conduct during school hours are in effect during dances. Students who leave the dance early may not return and are prohibited from loitering.
Health Clerk
A Health Clerk is assigned to Covina High School certain hours per week. (Please contact the Attendance Office for exact hours.) The Health Clerk reviews immunization requirements and other documents, helps organize the Vision and Hearing Screenings, provides first aid assistance when on campus, and information to other personnel involved in providing first aid and health related services to students when the Health Clerk is not available. A District Nurse is on call to respond to emergencies, and Paramedics are called when appropriate.
Health Related Modifications to Academic Program
Parents of students needing modifications to their academic program due to health related concerns should contact the Counseling Office at 974-6017. Counselors will work with families and their physician, School Psychologist and others as appropriate to determine appropriate services which could include, but are not limited to the following options: Adapted/Modified Physical Education, Home Study, reduction of school day, implementation of a 504 Plan, referral to Pregnant Minors Program, assignment of a Health Instructional Aide.
Health Services
Students requiring first aid, needing to take prescription or over the counter medications while on campus, carrying inhalers, or needing any other access to health services or health related information should report to the Attendance Clerks.
Intra/Inter District Permits (Transfer of Attendance)
Parents of students residing in the Covina High School attendance zone who want to request permission for their student to attend another district high school or a public school outside of the district must make an appointment to meet with an Asssitant Principal. The AP is responsible for determining if the reason for the parent’s request meets those approved by the Covina-Valley Board of Education for releasing students to other high schools. Similarly, parents whose students reside outside of the Covina High School attendance zone who want to request that their students attend Covina High School must first obtain a permit (also called a release or transfer of attendance) from their home school/district. They then must make an appointment with a CHS AP who will review the permit to determine if the reason for the request meets those approved by the Covina-Valley Board of Education for accepting students on permit. If approved, the AP will explain to the family the conditions for remaining on permit and the annual process for renewing the permit.
Lunch Pass Application
Juniors and seniors who wish to eat off campus are required to have a lunch pass. If they are making progress toward graduation, have completed 100 credits for juniors and 150 credits for seniors, and have parental and Assitant Principal permission, they may receive a lunch pass. Pass application must be signed by a parent in the presence of the AP or designee and cannot be taken home for signature. Lunch passes may be revoked at any time at the AP’s discretion. A $5 processing fee.
Parking Permits
District Regulation 5131.1 states that students are required to register their cars with ASB and park in the designated student parking lot. Students must observe safe driving practices and other school regulations or risk losing their on-campus driving privileges. Cars illegally parked, or cars without identification tags issued by ASB, are subject to citation. Students needing assistance with parking problems should contact a campus supervisor. Supervisors will make regular checks of all parking facilities; however, Covina High School is not responsible for damage to or theft of student vehicles. Vehicles are subject to search whenever there is a reasonable suspicion of involvement in an unauthorized activity.
Parking Lot Rules
Pupil Personnel Committee
The Pupil Personnel Committee, comprised of the Counselors, Assistant Principal and Registrar, meets regularly to discuss a variety of student issues, to initiate referrals, and to make recommendations to the Principal on special requests.
School Resource Officer
The Covina Police Department provides an officer who is assigned to Covina High School. The School Resource Officer (SRO) is available to meet with students and/or families to provide information on law enforcement issues, files police reports when crimes occur on campus, provides the Administration with updated information on community safety issues as they relate to the campus, acts as an agent of the school when requested to do so, and in general, serves as a liaison between the police department and the school community.
Bicycles
A bicycle rack is provided for students on the south side of the Girls’ Locker Room. Bicycles left there must be secured with a chain and lock. Although the school attempts to provide a secure place for them, it is not responsible for the theft or damage of any bicycles brought on campus.
Bus Conduct and Behavior
Appropriate behavior is expected from all students who enter, travel on or exit a bus. California Administrative Code 14103 states: Disorderly conduct on the bus or refusal to submit to the authority of the driver shall be sufficient reason for a pupil to be denied transportation.
Loitering
Students who are not in class and are not participating in after-school activities must be in the library or off campus. Students who do not have a scheduled period 1 or period 7 class and are on campus should remain in the quad area and not loiter in the parking lots or around classrooms.
Out of Bounds Areas
Students are required to stay within supervised areas during school hours. Out-of-bounds areas include tennis courts, P.E. fields, behind the gymnasium, and staff and student parking lots. Failure to stay within supervised areas may result in detention, SWAP assignment, or suspension.
Radios/Electronic Devices
Radios, tape players, cameras, cell phones, walkie talkies and beepers of any variety which cause a disruption to the academic process, will be confiscated. Also, if such items are brought on campus, Covina High is not responsible if the items are lost or stolen. Confiscated items will be kept in the Counseling Office. Cellular phones are not to be ON or in use on campus during class time (between the hours of 7:30 a.m. and 3:30 p.m.).
Search and Seizure
Search and seizure is conducted whenever there is reasonable suspicion of student involvement in an unauthorized activity. P.E. lockers shall be used to store street clothing, books, and backpacks ONLY during physical education class. At all other times, students are permitted to store ONLY their gym clothes in their gym lockers.
Smoking/Tobacco Products
Students are prohibited from smoking or being in possession of tobacco products in any area on campus or adjacent areas, and at all school activities including events held at the District Field or other off-campus sites. Students are subject to citation by the Covina Police Department. Adults and visitors are also prohibited by law from smoking on campus or at any school events. An offender will be referred to an after school cessation program.
Student Identification
Students who leave campus during the school day should carry proper student identification in addition to any off-campus passes. To facilitate communication between staff and students, to provide proper identification of our students, and to discourage non-students from being on campus during the day, students are to carry their Covina High School identification cards and show them to staff members upon request. Refusal to show an identification card may result in suspension for defiance of authority.
Telephones
Students will not be called out of class to receive telephone calls. Emergency phone messages will be delivered to a student in class. Office telephones are for school-related purposes.
Attendance is taken every day and students are required to be in class on time every day. Each classroom teacher will have a “warm-up” activity at the beginning of class each day. Students who are tardy will lose class points resulting in a lower academic grade.
Tardy Policy:
1st Offense: Teacher warning
2nd Offense: Teacher warning
3rd Offense: Teacher warning; parent contact made by classroom teacher with documentation
4th Offense: 1/2 hr. detention assigned and monitored by the classroom teacher. (Failure to serve results in detention doubling.)
5th Offense: 1 hr. detention assigned by the classroom teacher. (Failure to serve results in a referral to Attendance Administrator.)
6th Offense: Referral to Attendance Administrator which will result in placement on Covina High School Tardy Contract. Students placed on a tardy contract will be subject to the following possible consequences:
Truancy Policy:All absences must be cleared with the Attendance Office within two (2) days. Please call (626) 974-6000 to speak with an Attendance Clerk.
Clerks and teachers will regularly review student attendance. Uncleared absences will result in Saturday School. Continued absences may result in the following:
Students who are determined to be “truant” (absent without parent permission or knowledge) or absent from a single period class during the school day, will be cited.
The purpose of our tardy/truancy policy is to ensure that students take full advantage of the educational opportunities provided them at Covina High School.
We hope the procedures and programs outlined below will provide guidance in ways students can actively contribute to their personal well-being and the safety of their school community. The administration invites other interested community members to call to share information or express concerns (626-974-6030).
Confidential Reporting
Students may confidentially report a variety of concerns/information to the administration. This may be done in direct conference with the administrators or by providing the information to other adults on campus (Counselors, Teachers, Campus Supervisors, or office personnel) who will then notify the administration. Knowledge of a potential problem (e.g. an upcoming planned fight) or facts from the witnessing of a crime (e.g. observing a student steal someone’s wallet) should always be reported.
Students should also report knowledge of potentially life-threatening personal problems that require crisis intervention. Areas of concern include (but are not limited to) depression, suicidal ideation (thoughts or plans of suicide), self-mutilation (cutting or otherwise harming oneself), child abuse (physical, sexual, or emotional abuse or neglect), abusive boyfriend/girlfriend relationships, eating disorders, and substance abuse.
See Something, Say Something
Students can access our anonymous tip line “See something, say something” on the District website (www.cvusd.k12.ca.us) as well as on our CHS website (www.covinahigh.net). The tips go directly to a mailbox specifically for the purpose of ANONYMOUS reporting.
Self-Referrals
Covina High School provides several programs to promote social, emotional and physical health, and academic success. There are no disciplinary consequences for students requesting assistance.
Academic Tutoring
Free tutoring in all academic subjects is available to students. Beginning in late September or early October, tutoring is available Monday through Thursday from 4:00 – 7:00 p.m. in the library.
Personal Issues
Students requesting help with personal issues (e.g. grief, anger management, low self-esteem) can request referrals from the administration or Counselors. Referrals for group or individual counseling on campus during the school day (parent permission required to participate) or to off-campus agencies can be made.
Peer Mediation
Students may refer themselves to Colt Link, students who have received in-depth training in conflict resolution and personal counseling, for help with a personal or social problem.
Tobacco Resistance
Students who want to quit using tobacco products may request a referral, through Counseling, to an appropriate program in tobacco resistance skills.
Substance Abuse
Students seeking help with a substance abuse problem (either due to their own use or that of a friend or family member) may request a referral from the administration, Counselors, or Peer Mediators.
Harassment Complaint Procedures
Students are encouraged to report to the administration all incidents of harassment: sexual, physical or verbal. They will investigate all reports of harassment, and will take appropriate disciplinary action with the perpetrator. Disciplinary consequences for students can range from a warning to a parent conference, suspension, transfer, expulsion, and notification of law enforcement.
It is extremely important that harassment reports be made as soon as possible. Early reporting limits the potential negative impact on the victim. It also allows intervention techniques with the offender which more often result in positive behavior changes. Additionally, early reporting can prevent the eventual types of behavior, including sexual battery, that are devastating to the victim and that result in very severe consequences for the offender.
Additional information regarding harassment and sexual harassment can be found on pages 4, 7, and 9 (items 5 & 6) of the District Discipline Guidelines at the back of this handbook.
